Background
Wattan Media Network is an independent and professional Palestinian media organization established in 1996. Wattan works to provide credible and public-interest journalism and to strengthen the capacities of journalists, young people, civil society actors, and community media practitioners.
Within the framework of the project "Beyond the Headlines: Youth Storytellers for Change", Wattan is implementing activities aimed at strengthening youth-led independent journalism and enabling young journalists and community media actors to produce credible, engaging, accessible, and responsible multimedia content.
The project places particular emphasis on strengthening practical journalism skills, including Mobile Journalism (MoJo), human-centered storytelling, fact-checking and digital verification, media literacy, and responsible digital content production.
As part of these efforts, Wattan intends to develop two comprehensive Arabic manuals:
1. Mobile Journalism (MoJo) Manual, focusing on the practical skills and techniques required to develop, produce, edit, and publish journalistic content using mobile devices.
2. Fact-Checking Manual, focusing on practical approaches, tools, and methodologies for verifying information, identifying and addressing misinformation and disinformation, and promoting media and digital literacy.
The two manuals will serve as practical and accessible references for young independent journalists, journalism students, community media actors, independent reporters, and other emerging media practitioners.
The manuals will be developed in Arabic and produced in both digital and print formats. Following their completion and validation, they will be disseminated to training participants, journalism faculties, media outlets, civil society partners, independent journalists, and other relevant stakeholders. Digital versions will also be promoted through Wattan's media and online platforms, while Wattan will organize a launch and dissemination activity to increase awareness and encourage their use among young journalists and community media actors.
Both manuals are expected to be practical, user-friendly, visually accessible, and adapted to the Palestinian media context, incorporating relevant examples, case studies, practical exercises, tools, checklists, and guidance that reflect the realities, needs, and working conditions of young journalists and independent media practitioners in Palestine.
Scope of Work
The selected consultant/service provider will develop two practical Arabic manuals under the Beyond the Headlines: Youth Storytellers for Change project:
1. Mobile Journalism (MoJo) Manual
2. Fact-Checking Manual
The consultant/service provider will be responsible for:
• Review relevant Wattan materials, policies, and existing training content provided by Wattan.
• Develop the content and structure of both manuals in simple and clear Arabic.
• Include practical guidance, examples, case studies, exercises, and useful tools.
• Ensure the content is relevant to young journalists, journalism students, and community media actors in Palestine.
• Submit draft versions of both manuals to Wattan for review.
• Incorporate Wattan's comments and finalize the manuals.
• Prepare the manuals in a professionally designed digital format and a print-ready format.
• Provide the final editable/source files to Wattan.
The manuals should cover, at minimum:

• Story development and planning
• Smartphone filming and photography
• Sound and interviews
• Human-centered storytelling
• Mobile editing
• Digital publishing
• Ethics and safety
• Practical exercises and checklists
Fact-Checking Manual

The consultant will work closely with Wattan throughout the process to ensure that both manuals are accurate, practical, easy to use, and adapted to the Palestinian media context. This collaborative review approach is also consistent with Wattan's previous TOR for developing a fact-checking manual.
Required Qualifications:
• A bachelor’s degree in Journalism, Communications, Media Studies, or a related field. A master’s degree is a plus.
• At least three years of professional experience in media, communications, or related fields, with a focus on mobile journalism, fact-checking and media literacy.
• Proven ability to develop educational materials and conduct effective training sessions.
• Strong understanding of misinformation and disinformation dynamics, particularly within the Palestinian context.
• Excellent written and verbal communication skills in Arabic; proficiency in English is a plus.
• High attention to detail and a commitment to accuracy and integrity.
• Familiarity with digital media tools and platforms is desirable.

شبكة وطن الإعلامية هي مؤسسة إعلامية فلسطينية مستقلة ومهنية تأسست عام 1996. تعمل شبكة وطن على تقديم صحافة موثوقة تركز على قضايا المصلحة العامة، وتعزيز قدرات الصحفيين والشباب وفعاليات المجتمع المدني والعاملين في الإعلام المجتمعي.
وفي إطار مشروع "ما وراء العناوين: شباب يروون التغيير"، تنفذ شبكة وطن مجموعة من الأنشطة التي تهدف إلى تعزيز الصحافة المستقلة التي يقودها الشباب، وتمكين الصحفيين الشباب والعاملين في الإعلام المجتمعي من إنتاج محتوى متعدد الوسائط يتميز بالمصداقية والجاذبية وسهولة الوصول والمسؤولية المهنية.
ويركز المشروع بشكل خاص على تطوير المهارات العملية في العمل الصحفي، بما يشمل صحافة الموبايل (MoJo)، والسرد القصصي المرتكز على الإنسان، والتحقق من المعلومات والتحقق الرقمي، ومحو الأمية الإعلامية، وإنتاج المحتوى الرقمي المسؤول.
وفي إطار هذه الجهود، تعتزم شبكة وطن تطوير دليلين شاملين باللغة العربية:
1. دليل صحافة الموبايل (MoJo): يركز على المهارات والتقنيات العملية اللازمة لتطوير وإنتاج وتحرير ونشر المحتوى الصحفي باستخدام الأجهزة المحمولة.
2. دليل التحقق من المعلومات: يركز على الأساليب والأدوات والمنهجيات العملية للتحقق من المعلومات، والتعرف على المعلومات المضللة والمعلومات الكاذبة والتعامل معها، وتعزيز الوعي الإعلامي والرقمي.
وسيكون الدليلان بمثابة مراجع عملية وسهلة الاستخدام للصحفيين الشباب المستقلين، وطلبة الصحافة والإعلام، والعاملين في الإعلام المجتمعي، والمراسلين المستقلين، وغيرهم من العاملين الجدد والناشئين في مجال الإعلام.
وسيتم إعداد الدليلين باللغة العربية وإنتاجهما بصيغتين رقمية ومطبوعة. وبعد استكمالهما واعتمادهما، سيتم توزيعهما على المشاركين في التدريبات، وكليات وأقسام الصحافة والإعلام، والمؤسسات الإعلامية، وشركاء المجتمع المدني، والصحفيين المستقلين، وغيرهم من الجهات ذات العلاقة. كما سيتم الترويج للنسخ الرقمية من خلال منصات شبكة وطن الإعلامية ومنصاتها الإلكترونية، إلى جانب تنظيم فعالية لإطلاق الدليلين والتعريف بهما وتشجيع استخدامهما بين الصحفيين الشباب والعاملين في الإعلام المجتمعي.
ومن المتوقع أن يكون الدليلان عمليين، وسهلَي الاستخدام، وجذابَين بصرياً، ومتكيفين مع السياق الإعلامي الفلسطيني، وأن يتضمنا أمثلة ودراسات حالة وتمارين عملية وأدوات وقوائم إرشادية وتوجيهات تعكس واقع واحتياجات وظروف عمل الصحفيين الشباب والعاملين في الإعلام المستقل في فلسطين.
نطاق العمل
سيقوم الاستشاري/مقدم الخدمة المختار بتطوير دليلين عمليين باللغة العربية ضمن مشروع "ما وراء العناوين: شباب يروون التغيير":
1. دليل صحافة الموبايل (MoJo).
2. دليل التحقق من المعلومات.
وسيتولى الاستشاري/مقدم الخدمة المهام التالية:
• مراجعة المواد والسياسات والمحتوى التدريبي المتوفر لدى شبكة وطن والذي سيتم تزويد الاستشاري به.
• تطوير محتوى وهيكل الدليلين بلغة عربية بسيطة وواضحة.
• تضمين إرشادات عملية وأمثلة ودراسات حالة وتمارين وأدوات مفيدة.
• ضمان أن يكون المحتوى مناسباً للصحفيين الشباب وطلبة الصحافة والإعلام والعاملين في الإعلام المجتمعي في فلسطين.
• تقديم مسودات الدليلين إلى شبكة وطن للمراجعة.
• إدخال ملاحظات وتعديلات شبكة وطن وإعداد النسخ النهائية.
• إعداد الدليلين بتصميم احترافي بصيغة رقمية وصيغة جاهزة للطباعة.
• تسليم الملفات النهائية القابلة للتعديل والملفات المصدرية إلى شبكة وطن.
الحد الأدنى لمحتوى الدليلين
أولاً: دليل صحافة الموبايل (MoJo)
يجب أن يتضمن الدليل، كحد أدنى، المحاور التالية:
• مقدمة في صحافة الموبايل.
• تطوير القصص والتخطيط لها.
• التصوير الفوتوغرافي والفيديو باستخدام الهاتف الذكي.
• تسجيل الصوت وإجراء المقابلات.
• السرد القصصي المرتكز على الإنسان.
• المونتاج باستخدام الهاتف المحمول.
• النشر الرقمي.
• أخلاقيات العمل الصحفي والسلامة.
• تمارين عملية وقوائم إرشادية.
ثانياً: دليل التحقق من المعلومات
يجب أن يتضمن الدليل، كحد أدنى، المحاور التالية:
• مقدمة في التحقق من المعلومات.
• المعلومات المضللة والمعلومات الكاذبة.
• أساليب ومنهجيات التحقق.
• أدوات التحقق الرقمي.
• التحقق من الصور والفيديوهات.
• التحقق من المصادر.
• خطوات ومنهجية التحقق من المعلومات.
• أخلاقيات النشر المسؤول.
• تمارين عملية وقوائم إرشادية.
وسيعمل الاستشاري بشكل وثيق مع شبكة وطن طوال عملية التطوير، لضمان أن يكون الدليلان دقيقين وعمليين وسهلَي الاستخدام ومتوافقين مع السياق الإعلامي الفلسطيني.
المؤهلات والخبرات المطلوبة
يشترط في الاستشاري/مقدم الخدمة ما يلي:
• درجة البكالوريوس في الصحافة أو الاتصالات أو الإعلام أو أي مجال ذي صلة، ويفضل الحصول على درجة الماجستير.
• خبرة مهنية لا تقل عن 3 سنوات في مجال الإعلام أو الاتصالات أو المجالات ذات الصلة، مع تركيز على صحافة الموبايل والتحقق من المعلومات ومحو الأمية الإعلامية.
• خبرة مثبتة في تطوير المواد التعليمية والتدريبية وتنفيذ جلسات تدريب فعالة.
• معرفة قوية بديناميكيات المعلومات المضللة والمعلومات الكاذبة، وخاصة في السياق الفلسطيني.
• مهارات ممتازة في الكتابة والتواصل باللغة العربية، وتعتبر معرفة اللغة الإنجليزية ميزة إضافية.
• اهتمام عالٍ بالتفاصيل والتزام بالدقة والنزاهة.
• معرفة بأدوات ومنصات الإعلام الرقمي تعتبر ميزة إضافية.
عملية التقديم
تشجع شبكة وطن الإعلامية الاستشاريين ومقدمي الخدمات الذين يمتلكون المؤهلات والخبرات ذات الصلة على تقديم:
• السيرة الذاتية CV.
• العرض المالي، موضحاً الأجر اليومي (Daily Rate).
